Patient Rights and Responsibilities

Our hospital collects opinions and feedback from all patients and their relatives regarding our services. All feedback is evaluated with the support of relevant department managers to improve service quality. After the evaluation, patients are informed about the planning and outcomes of their feedback. Compliments and positive feedback, when names or departments are provided, are shared not only on our website but also with the supervisors of the staff being thanked.

Complaints and negative feedback are addressed not only by the Patient Rights & Relations Department but also by all relevant senior management for resolution. The Patient Rights & Relations Department contributes to patient satisfaction and, with your contributions, helps improve our hospital.

PATIENT RIGHTS

Patient rights refer to the entitlements that must be upheld at both individual and societal levels between patients and healthcare staff. They include the knowledge of responsibilities for both healthcare providers and patients and the mutual effort to maintain a better healthcare environment.

The foundations of patient rights are also set in international conventions and declarations such as the Universal Declaration of Human Rights. Specific documents regulating these rules include, most notably, the 1981 Lisbon Declaration on the Rights of the Patient by the World Medical Association. According to the Regulation on Patient Rights published by the Ministry of Health on August 1, 1998, patient rights include:

Access to Services: To benefit from activities promoting healthy living and preventive health services fairly.

Equitable Access: To receive services without discrimination based on race, language, religion, gender, political opinion, philosophical belief, or socioeconomic status.

Information: To be informed about all services and opportunities available.

Choice of Institution: To select and change healthcare institutions and benefit from the services provided.

Staff Identification: To know, choose, or change healthcare providers, including physicians and other personnel.

Access to Health Information: To request all information regarding their health, both verbally and in writing.

Privacy: To receive healthcare in a confidential and secure environment.

Consent and Authorization: To provide informed consent for medical interventions and receive services within that framework.

Refusal and Withdrawal: To refuse or discontinue treatment.

Safety: To receive healthcare in a safe environment.

Religious Practices: To practice religious duties within the institution’s facilities and safety measures.

Respect: To receive healthcare respectfully, kindly, and compassionately.

Comfort: To receive care in hygienic, quiet, and comfortable conditions.

Visitation: To receive visitors according to institutional rules.

Accompaniment: To request an accompanying person within regulatory and institutional limits.

Right to Appeal: To lodge complaints or legal action if rights are violated.

Continuous Care: To benefit from healthcare services as needed.

Expression of Opinion: To share opinions about the services received.

Private Cosmedica Medical Center recognizes these rights and, together with our healthcare staff, ensures their protection.

PATIENT RESPONSIBILITIES

1. General Responsibilities

Patients should take care of their own health and follow advice for a healthy life.

Patients may donate blood or organs if suitable.

Patients should manage self-care for minor conditions.

2. Social Security

Patients must promptly inform about changes in health, social security, or personal information.

Patients must ensure their health cards (e.g., Bağ-Kur, Green Card) are valid.

3. Informing Healthcare Providers

Patients must provide complete and accurate information about:

Complaints

Previous illnesses

Hospitalizations

Current medications

Overall health status

4. Adherence to Hospital Rules

Patients must comply with the hospital’s rules and procedures.

Patients must follow the referral system set by the Ministry of Health and social security institutions.

Patients should cooperate with healthcare staff during treatment, care, and rehabilitation.

Patients with scheduled appointments must adhere to the date and time or notify changes.

Patients must respect the rights of staff, other patients, and visitors.

Patients are responsible for any damage caused to hospital property.

5. Following Treatment Recommendations

Patients should carefully listen to treatment and medication advice and ask questions if unclear.

Patients must inform healthcare staff if unable to follow treatment recommendations.

Patients should ensure they understand post-care and discharge instructions.

Patients are responsible for any outcomes resulting from refusal of treatment or noncompliance with recommendations.
